  2. Interim housing arranged — modest, cost-effective community homes (e.g., modular, multiplex, ADUs), examine and explore development and revenue models, produce an asset map and conduct community needs assessment and then perform a detailed feasibility study
  3. Tenant relocation — residents move into interim housing with full right of return at RGI rates?
  4. Redevelopment — demolish and rebuild at greater density while preserving community ties
